Press Conference on the 70th anniversary of the Treaty of Peace with Italy
held on February 10th, 2017, in Trieste, piazza delle Borsa 7, pressroom
by Paolo G. Parovel, Secretary General - Silvia Verdoglia, speaker
This Representative considers it dutiful celebrating the 70th anniversary of the signature of the Treaty of Peace with Italy with a short, public statement about the progress of the current efforts to obtain the enforcement of all of the rights of the Free Territory, of its citizens, and of its enterprises, as well as of all States over its international Free Port.
February 10th, 1947 is the date of birth of the Free Territory of Trieste by the will and under the protection of the United Nations, upon signature of the Treaty of Peace with Italy.
At the coming into force of the Treaty of Peace, the following September 15th, the Free Territory of Trieste was established as sovereign State with an international Free Port, and ruled according to the Provisional Regime established at Annex VII of the same Treaty, in conformity with United Nations Security Council Resolution S/RES/16 of 1947.
The present-day Free Territory of Trieste corresponds to its original main area, named Zone A, with the capital city, the international Free Port, and five smaller municipalities. On the contrary, since 1992, its accessory zone, named Zone B, is recognized as divided and incorporated in the new Republics of Slovenia and of Croatia after their referenda on self-determination and the appropriate resolutions of the United Nations.
As known, the primary mandate of temporary administration over the present-day Free Territory of Trieste is a special trusteeship mandate, the first phase of it being entrusted, by virtue of the Treaty of Peace, to the Governments of the United States of America and of the United Kingdom of Great Britain and Northern Ireland, which since 1954 have entrusted the temporary civil administration to the Italian Government (not to the Italian State) and the military defense to the NATO.
The problems of the present-day Free Territory of Trieste depend on the fact that the administering Italian Government is still exercising its temporary sub-mandate of administration, however, locally, it simulates to be exercising the sovereignty of the State of Italy over Trieste, while that is a bordering Country.
This question is not in name only, because the consequent, illegitimate imposition of the unfair laws and enormous taxes of the Italian State in Trieste violates the rights of the citizens and of the enterprises of the Free Territory, ruining them, as well as violating the rights of all States over its international Free Port.
This provisional Representative of State was established and is active since September 16th, 2015 as an agency by direct delegation of citizens of the Free Territory and of other States, to restore legality with all necessary political-diplomatic actions.
For instance, the case must be discussed and solved on the political level with the primary administering Government, in Washington and in London, and with the United Nations in New York, as well as on the legal level with the procedures for the settlement of disputes established with the Treaty of Peace itself.
This Representative has therefore taken action and will be taking action on these fields, constantly informing the Government of the United States, the Government of the United Kingdom, and the United Nations Secretary-General, both officially and confidentially.
At the same time, this Representative has officially invited the administering Italian Government to verify the actions of its local administrative bodies that continue to simulate Italian sovereignty over the present-day Free Territory of Trieste, as well as intervening on those bodies directly, when necessary to prevent damages to the assets and to the rights of the Free Territory of Trieste itself.
The most urgent interventions were those to prevent the illegal elimination of the Northern Free Port of the international Free Port of Trieste. For the purpose, this Representative acted as legitimate opponent in the pertinent Land Registry proceedings, it is successfully blocking the illegal operations in progress, and is now preparing to ultimately stop them with innovative legal actions.
With the same innovative legal actions, this Representative is about to stop also the illegal imposition and collection of undue taxes and fees in the name and on behalf of the Italian State that occurs in the Free Territory of Trieste, but also all illegal trades of public assets of thee Free Territory of Trieste and of its international Free Port and other illegal activities committed in the name and on behalf of the Italian State in the Free Territory of Trieste.
At the same time, international attention to the Free Territory of Trieste and to the rights of the international Free Port and international financial center promoted by this Representative and by the Free Trieste Movement is constantly increasing, reaching global levels, especially in the United States and in the United Kingdom, but also in Germany, Italy itself, as well as in Russia, China, Israel and Turkey, and also from the Arab Countries.
Furthermore, the activity of this Representative is favored by the recent political changes in the United States and in the United Kingdom, as well as by the new, gradual cohesion of the Countries in the Danube-Balkan region, for which the Free Territory of Trieste is a necessary instrument of economic development and stabilization.
Therefore, in this respect, this Representative considers that the first results are quite close, as well as being aware of the economic urgency to achieve them in order to literally save the lives and the future of the Free Territory, which the Italian administration is pushing into poverty.
At the moment, the majority of the activities of this Representative must remain confidential, but we are certainly going to inform the people of all facts that can revive their confidence, both in themselves and in their future.
This International Provisional Representative of State of the Free Territory of Trieste is not going to comment the commemorations against the Treaty of Peace that are organized and supported in by the Italian Government during this same period.
